How does a Tax Increment Reinvestment Zone positively benefit the City of Port Arthur?

Port Arthur is looking to help grow the presence of two of its economic drivers: multiple ports and the downtown area. A Tax Increment Reinvestment Zone (TIRZ) is a special zone that was created by the Port Arthur City Council to attract new investments in an area. These zones help finance costs of redevelopment and promote growth in areas that would otherwise not attract sufficient market development in a timely manner. Taxes attributable to new improvements (tax increments) are set-aside in a fund to finance public improvements within the boundaries of the zone

Is the TIRZ Board meetings open to the public?

TIRZ meetings are open to the public. The meeting is held at City Hall, 5th floor council chambers. I addition interested person can join the meeting via telephonic and videoconference communications. The meetings are generally held at 10 am and 3 pm.

What is Tax Increment Reinvestment Zone?

In August 2022, the City Council unanimously approved the Port of Port Arthur Navigation District to participate as a taxing entity in TIRZ #1 and expanded the geographical boundaries of the zone to include additional properties that will expedite the redevelopment of the downtown area.
